Question about Error Codes

Question: I Have a 90 Buick Park Avenue, is it true the computer won't set an
Error code unless the fault persist for at least seven seconds (or some rather
large number)?

Depends entirely on the code in question, the time differs for each.
However, yes, it's true, in a lot of cases an intermittent fault will not
set a trouble code.
