My friend has a 1999 Chevy Malibu wose turn signals do not blink. We replaced the hazard flasher and still nothing. When we flip the turn signal switch to left/right, none of the lamps light up. When we turn on the hazard button all the lights do flash. I looked at her copy of the Haynes manual and looked at a diagram of the hazzard flasher wires. The orange wire and pink wire control the flashing. I forgot which was which. Anyways, I did a continuity from the hazard fuse to one of the wires and it was OK. When I did the one for the Turn Lamps on the same fuse block, it failed. The haynes manal says both orange and pick wires are hot at all times. Only the one for the hazard was hot at the time. I'm trying to follow that wire back to the fuse block but the panels are blocking me. Has anyone taken the dash panel off before? How about the fuse block? I hate working on panels, always end up breaking them

I was looking for Chevy Caprice Classic, which doesn't exist, when I saw
your post, here. I'm not surprised, after following the damned wires
through the Caprice for the power windows all afternoon, that the car
hasn't exploded in flames, already.
Notice how the hazard flashers will run key on or off? So, one circuit
is always on and the turn signals are only on when the ignition switch is
on (and maybe, but not probably, when it's in accessory position where
the radio will play). One of those power wires to the flasher has got to
be switched so that will happen, right?
Before we start tearing out panels, always fun on a piece of Detroit crap
made to build in 30 minutes but not to take apart to service,
ever....let's see if the dead wire comes alive if we just start the
engine, ok? Turn signals don't work without the ignition switch on...(c;
If you find a fuse blowing or one of those damnable little self-resetting
breakers that DON'T come with a simple indicator light so you can't tell
whether the breaker is ON or TRIPPED, my condolences to you all. The '96
Caprice was wired by idiots as it sped through the assembly line at
10'/second, then worked on by two Mr Goodwrenches who should stick to
mechanical things and not be allowed to touch anything with wires on it.
This car belonged to my 82 year old father, who died in January and
ALWAYS insisted only a genuine CHEVY dealer was qualified to open the
hood of them, for $125/hour of course. Two dealers said his dog had
broken the right front door power window switch as she stepped on it to
bark, incessantly, at anything that moved, spoiled rotten cocker spaniel.
Nope, that's not why ALL the windows would stop working at odd times for
no apparent reason. GM's accountants saved a few bucks per car by
wrapping all the wires in that cheap plastic electrical tape they sell in
the flea markets for 10c/roll, instead of putting the harness in a proper
protective shield to prevent the cheap plastic-coated wires from chafing
against the damned sharp edges everywhere you can't cover it with carpet.
The right front door wires had chafed through the plastic tape and into
the insulation, grounding out the DC power to the right front door switch
inside the door...tripping the 30A breaker while MELTING the way-too-
small 14 guage wire feeding this door. I think I got all the melted
through points where the wires in the harness were melted together
replaced....
Damn them ALL. No wonder everyone is buying a Nissan! GM piece of CRAP!
(You may quote me...(c
Best of luck with the turn signals....it's a bitch to work on 'em.
