Failed HC ppm and CO % emissions Inspection
The catalytic converter must be hot to work. Was your engine idling while
in the testing que?
There's a chance the cat has been poisoned. Have a tune-up shop sample the
exhaust at the manifold and compare the HC reading at the tailpipe. Little
or no reduction means the cat is bad.
If the cat passes, check for a misfiring cylinder which will flood the
exhaust stream with unburned HC. Also other causes: rich mixture, bad
injector pattern, low compression, retarded spark timing, open
thermostat....
