Default Surging in 1st gear

1991 Laser, 1.8 liter manual trans. 270,000 Km aproxx

Car runs great except for the surging.

On a cold start, the car idles at about 12-1400 RPM, after a few
minutes it drops to about 6-700 RPM.
The engine revs fine, no hesitation or mising.

Put the car into 1st and start to release the clutch and the car
hops (surges), kinda like a new driver releasing the clutch
without enough gas. The tach remains constant and doesn't show
any problems. Pushing the clutch in and the engine idles
normally. Once sifted into 2nd the problem seems to go away,
until a down shift to 1st, then the same thing again. Although
if your really looking for the problem you can sort of feel it
in second also, but very minimally.

This carry's on for about 15 to 20 minutes of city driving then
sort of disappears until the car cools off, or about 5-6 hours
of non driving, later.

The clutch was replaced about two years ago. The car is driven
very little (4 to 6 times a month)and spends most of it's time
parked in an underground garage. This problem started about 6
months ago.
I don't know what to make of this problem, is it from lack of
driving this car or some other problem.
